The USVI "Bottom Up" Candidate Pledge commits political candidates to support grassroots governance, citizen-led priorities, and public accountability across the USVI Territory. Key commitments include structural energy reform by restructuring WAPA into a public generation authority alongside member-owned electric cooperatives, passing a Municipal Corporations Act for localized municipal governance, and mandating open fiscal transparency.
By signing, candidates agree to base their legislative work on direct constituent engagement rather than bureaucratic interests.
